Increased Threat of Storm Surge and Soundside Flooding
Dare County Emergency Management advises that there is an increased threat of inundation of storm surge and soundside flooding, in the following amounts -
- Oceanside – high seas and rough surf will continue to produce ocean overwash with inundation of 4 to 6 feet above ground.
- Soundside – prepare for widespread inundation of 4 to 6 feet above ground level. Some locations could see inundation up to 7 feet.
Highway 12 on Hatteras Island remains closed due to sand and water on the roadway. Local law enforcement reports that pavement has been compromised in the northbound lane of Highway 12 north of Mirlo Beach and in the southbound lane south of the new bridge. NCDOT will continue working to clear the road, assess damage and make repairs to reopen it as quickly as possible.
Dare County Emergency Management advises everyone to remain indoors this evening. If travel is necessary, use caution and be alert for flooded conditions and water and sand overwash on all roads throughout Dare County.
Storm winds of 30+ mph are projected to extend into Tuesday producing rough surf and dangerous rip currents.
Cape Hatteras Electric Cooperative reports that Hatteras Village is without power and service is not expected to be restored until Monday morning.
NCDOT has suspended ferry service between Hatteras Village and Ocracoke. Operations will return to normal as soon as winds diminish and conditions are safe. NCDOT road information is available by calling 511 or online at www.ncdot.gov/travel

One-stop early voting will be available on Monday as scheduled at the Baum Center in Kill Devil Hills and at the Elections Office in Manteo, but is cancelled at the Fessenden Center in Buxton. For more information about one-stop early voting, call the Dare County Board of Elections Office on Monday between 8:30 and 5:00 p.m. at 252-475-5630.
County offices south of Oregon Inlet will be closed on Monday, October 29. All other County offices will open on regular schedule, at 8:30 a.m.
Dare County Public Works has suspended residential and commercial garbage collection for Monday, October 29. This includes the Towns of Southern Shores and Kitty Hawk. The Dare County scales, transfer station operations and recycling will be closed. Regular operations will resume on Tuesday, October 30.
